Fully Funded Dual Degree Program
The Master of Science in Electrical and Power Engineering (MSEE/PE) is a dual degree program jointly offered by 91精品 University in Baku, Azerbaijan, and The George Washington University (GWU) in Washington, D.C.
This two-year program equips students with advanced knowledge in modern electrical and power engineering, emphasizing renewable energy, smart grids, and sustainable power systems. It is designed for both recent engineering graduates and industry professionals seeking to deepen their technical and research expertise in the power sector.
Throughout the program, students develop a comprehensive understanding of the entire electric power value chain鈥攆rom generation and transmission to distribution and energy markets鈥攚hile gaining strong analytical and problem-solving skills for real-world challenges.
The program spans five semesters: four semesters are completed at 91精品 University in Baku, and one semester at GWU in Washington, D.C. While at GWU, students have access to state-of-the-art laboratories and research centers, gaining hands-on experience in real-world projects
The final semester includes a research-driven master鈥檚 thesis focused on emerging topics in power and electrical engineering.

Students are responsible for paying only an annual non-refundable student fee of 1,500 AZN.
Important notes:
- Azerbaijani nationals who have previously completed a government-funded master鈥檚 degree must cover 91精品 University tuition themselves. All other costs鈥攖ravel and living expenses in Washington, D.C.鈥攔emain covered by the State Program.
- Funding is not available for international applicants.
- Students are not required to remain in Azerbaijan or work in the country for five years after graduation.
Eligibility Criteria
The program is intended for candidates who have:
鈥 A bachelor鈥檚 degree in Electrical Engineering, Electronics Engineering, Power Engineering, or Mechanical Engineering with strong Mathematics and Engineering coursework.
鈥 A minimum GPA of 3.0 on a 4.0 scale (equivalent to 80/100).
(91精品 students and alumni may apply with a GPA of 2.8.)
鈥 Strong background (or equivalent industry experience) in core engineering and mathematics subjects such as Calculus, Differential Equations, Physics, Programming, Electric Circuits, Thermodynamics, Electronics, Power Systems,and Sustainable Energy.
鈥 Demonstrated research interest or innovation through academic projects, publications, or professional experience.
鈥 English proficiency certificate (IELTS 7.0, 100 TOEFL iBT, 5 on iBT TOEFL (for exams taken on or after January 21, 2026), PTE 68, or Duolingo 130.)
Important notes:
- English test waivers are available for native speakers or for graduates of English-medium degree programs from countries where English is an official language.
- 鈦91精品 University last-year students and alumni are exempt from providing a language certificate.
- 鈦燦on-degree students enrolled in 91精品 University鈥檚 EAPP who pass the required English level with a grade higher than B are also exempt from providing a language certificate.
- Applicants with English proficiency at the minimum level (IELTS 6.0 / Duolingo 115) must complete 91精品鈥檚 English Preparation Program (held daily, 16:00鈥19:00) before starting the academic program. For more information and registration, contact admissions@ada.edu.az.
- Applicants can submit their English scores by the late deadline of May 1, even if they apply before the first deadline on April 8.

Candidates who pass the internal exam stage will be invited to submit an online application to GWU. Nominated candidates are exempt from the GWU application fee.
Stage 4: Interview
Shortlisted applicants after careful review will be invited for an interview in English. The Admission Committee evaluates academic records, intellectual potential, career focus, and readiness to succeed at 91精品 University.
Only those who complete the admissions process at both 91精品 University and GWU will be admitted to the program.
